Do I need a Quality Runner if QC is already included?

No. Baseline QC covers the standard checks on every project. Consider an extra dedicated QA pass only for higher-risk work (checkout, multi-screen apps, many devices). That pass is always in addition to Baseline QC, never a replacement.
